New US rules for foreign importers are expected around 30 November.
- Executive Order 14411, “Strengthening Customs Enforcement”, was signed on 3 June 2026.
- It tells US Customs and Border Protection (CBP) to tighten the rules for foreign importers of record.
- CBP is phasing it in over 45, 90 and 180 days, so the main rules are expected around 30 November 2026.
- Using a US importer of record, such as our preferred partner, is one way to keep importing.

What changes for a foreign importer of recordFour changes: entries, bonds, minimums, the “US” test
Foreign importers of record lose the simpler entry type used for low-value shipments.

Our preferred partner warehouse in Newark acts as importer of record and receives the goods, so the entry and the stock sit with one party.

How it works
One partner holds the entry and the stock.
We check our preferred Newark partner first; any other warehouse only with your yes. When the importer of record is also the warehouse, the paperwork and the pallets meet at the same dock.
- Tell us what you ship
Product, origin and how it travels. A real person replies within one business hour (09:00–18:00 ET, Mon–Fri), and your quote follows within one business day.
- Your importer of record files the entry
The preferred partner acts as importer of record, and its licensed customs-broker partner files the entry, often before the ship docks. Duties are paid at entry, not at your customer's door.
- Released, received, live
Received and live in 2 business days after customs release, guaranteed. Then it ships to your customers, to Amazon or to US retailers.
Pick3PL is not a customs broker and does not file entries. We introduce you to the preferred partner, which does the importing through its licensed broker.

Questions
Before you send a shipment
We already have a US company. Does EO 14411 affect us?
It may. Under the order, a company counts as a US importer of record only if it is organized under US law, located in the US, and controlled by US citizens or permanent residents. A US subsidiary owned from abroad may still be treated as foreign. Tell us how yours is set up and we'll include it in the review. This is general information, not legal advice.
Who does what, and what do you need from us?
Our preferred partner warehouse acts as importer of record and its licensed customs-broker partner files the entry. You supply accurate commercial invoices, packing lists and product details, because the entry is built from them. Pick3PL makes the introduction; it does not file entries itself.
What will it cost?
Every quote is private. It depends on your products, where they ship from, how they travel and how often. Send the form and you get a quote within one business day.
